Per their website:
Obtaining and equipping facilities for administration of examinations;
Recruiting and training examining teams;
Scheduling eligible applicants for examinations;
Producing rosters of eligible applicants;
Maintaining permanent files for all candidates, making them available...
They coordinate test locations, supply proctors, and administer the test which is provided by NCEES. (I think that NCEES will also perform these services if you pay them to do so, but I'm guessing VA hires PCS because they're cheaper??)
Hopefully we'll get them this week. (We are talking about DPOR here, I never actually received any information saying my application to take the test was approved. I only found out because I kept calling over and over and they eventually told me with only a few days left before the registration...

That is weird, who knows...I sure hope they don't wait that long to release them though. I had no problem waiting before, but now that so many other states are releasing them it's killing me, lol.
