In Problem 21, why are they using 8 feet instead of 8.5 ft for the depth from the water table to the bottom of the soil column? Isn't the total depth 16.5 ft?

All, A little help please. I'm Water/Envi but haven't passed multiple times and I have switcehd to geotech. Where is the Settlement Equation found that they are using at the end of this problem? Is this some general equation somewhere?
