The only benefit I see from it becoming closed book and reference supplied is that it would make it easier to incorporate as o a computer based test which could be graded faster and allow candidates to take/retake sooner... But I don't think they are looking to necessarily make anything easier...

I HATE CFL's! There is NO cost savings and my experience is they don't last any longer. We are replacing all the CFL's with good ole incandescents when they go out, or when we need light.

The NRCS has the National Engineering Handbook that can be downloaded for free and contains lots of great information. Part 630 covers Hydrology but there are several other subjects you may want to look at. I also carried in a local Stormwater Design manual. They are all pretty much the same...
