Referring to NCEES #540 G1=22kV and T1 on secondary=230kV. Not sure why we don't need include the voltages, since the voltages don't match. I realize that in other cases Vbase,new = Vbase,old so obviously the factor is 1. Too close to test time to be stressing!!
