Double-check the NCEES website, but last I read a few months ago was that the NCEES practice exam doesn't change. If you buy it a second time, you get the same exam again.

I passed the FE in March using Lindeburg's FE Electrical and Computer Review Manual. I'd recommend using your systems and controls books from school to supplement the manual

I recommend both Head Start PMP and Rita Mulcahy's book. Read Head Start first to get an intuitive understanding of the process and it's logic. It's a pretty easy read, but I needed more depth to feel comfortable for the exam. That said, I'm particular and I'm generally not comfortable knowing...
I barely (if ever) used the Camara book for studying, but absolutely abused it during the practice and live exams.
I also recommend the Complex Imaginary exam books. I didn't have time to use the NEC code drill book and passed all the same, but I've heard good things about it.

The fault between XL and XT2 puts anything beyond the fault (in this case, XT2 and Xm) in parallel with a short to ground. An impedance in parallel with a short to ground will carry virtually no current since the current will all travel down the short (the path of least resistance).
The phase shift only applies when converting between wye and delta. Also, the VR formula uses the voltage magnitudes.
Ea should be the generated voltage per phase.
