I wont mention the software I'm using, but it is terrible and it outputs inlet design forms in an excel format similar to the ones in HEC.  However, in the HEC-22 they have these print out forms that can be used for spacing, spread, etc...Wondering if anyone has developed a spreadsheet or gov...

Yeah I've been waiting on mine too from Alabama.  I think they mail a packet of information of the bylaws, which they had a lot of proposed changes in 2015 but I don't think they have changed any as of yet.

The HSM is used, quite often I might add to calculate B/C for project alternatives based on accident data. I recently just used it for a grant process so we can modify an existing roadway to make it a little safer. The book is massive think green book.
