    You can use the 70% column if the population is less than 10,000 OR the 85th percentile/posted speed exceeds 40mph. I haven't read the question, but I'm guessing the speed is more than 40 if they used the 70% column.

    Thanks for pointing out that we only need to worry about the first 9 chapters! It definitely says volume 1 on the NCEES reference list, and volume one is just chapters 1-9. That's a lot less correcting to do, and 2 less books for me to bring.
