Speaking from experience, the exam changes considerably each time it is given. Although it is good to be familiar with all types of problems, I wouldn't count on particular types of questions reappearing on back to back exams.

I think alphabetical is okay, because with the date you will see which states got their results first, but I agree if the results are not published, the list doesn't do any good. Only add states to the list when the results are in hand...
