I will take structural depth PE exam in April and would like to know if I need the Highway Capacity Manual (HCM) for the AM exam transportation part.

I suggest you download and stick to the NCEES syllabus. You'll see that the HCM is not listed as a Structural depth reference. You'll also see that the 20% of the AM exam which is Transpo is primarily geometric design. Your CERM is sufficient for this. Good luck.
