OK so I have dual lefts that form a lane group, and they operate under both permitted and protected phasing.

How do you calculate Saturation flow rate for this?

The (FLT ) component comes into play here, which is 0.95 for a fully protected phase, and 0.50 for permitted (direction given).

So my question is, do you compute two separate saturation flow rates, and add them together to get the saturation flow rate for the lane group?

 
Why yes, John QPE ... you would calculate a saturation flow rate for each phase, then separate capacity for each phase, then one v/c ratio.
