Question regarding Civil Geotechnical topic

Hello I have one question regarding PE Civil Geotechnical. Michael Lindeburg book says factor of safety or shallow foundation is qnet divided by qallowable, which other sources say factor of safety value is obtained from qultimate divided by qallowable. So which one should be followed? Thank you in advance for your suggestion.
