Question about Ohio PDHs

I'm looking to get licensed in Ohio. Reading through the requirements listed on NCEES, it says:

While the Ohio Board does accept online courses, registrants are reminded that the Ohio Board will only accept 3 hours of correspondence type courses whether completed online or by mail.

Does this really mean only 3 hours can be completed online and the remaining 12 must be completed in-person? Or what is a "correspondence" type course?
