I have a 10th edition I bought 10 years ago.

Is there much difference between using this and the current edition ($230 new, $215 used on amazon). If so, what about the 13th edition (used for $60-ish)

Check out ppi2pass upgrade program. You can buy like an 8th edition on ebay for $5 and use it to get 50% off the 14ed brand new. You have to show evidence of you destroying the old book. Worked out cheaper for me than anything on ebay/forums etc.
If that's still too expensive I've seen other people say there isn't much between 13 & 14. In 14 they have a bunch of stuff in blue font that appears in the reference handbook to help you get used to search terms etc. If you did the FE CBT, you'll know that knowing where stuff is in the reference handbook is critical but you get to know your way around from doing practice problems.
