In NCEES civil PE Structure depth practice test problem 12, shouldn't B = 2+2 instead of 2*2? It doesn't matter result-wise for this problem but wanted to see what the concept is.

I think you understand the concept just fine. "B" is the thickness of the web that transfers horizontal shear between the flanges. It doesn't matter how you do the arithmetic, so long as you arrive at the correct answer.
