Civil PE exam passing rates in different states

Hi every one. I've been trying to take the Structural PE exam in NY, I didn't pass the last to times, I'm going to my 3rd attempt. I heard that the passing rates are differ by state. does anyone know which state has the best passing rate? I'm sure I studied hard enough the last 2 times. please advise because I'm tired of this 8hrs exam.
 
NCEES conducts and oversees the testing and scoring. The results are sent to the licensing boards 8–10 weeks after the exam administration. The passing score does not vary from state to state.
 
I've seen pass rates broken down by subject matter, by years of experience, and by first-time vs repeat test takers. I don't think I've ever seen pass rates broken down by state. That would be an interesting comparison, but I don't think the data exists anywhere but on NCEES's private database.
