I believe NCEES haas bestowed a small amount of pity on EB, and allowed results to be released after 12k this time. This is a direct results of only getting to 8k+ last cycle (October 2017). 

But, the fact that the spam thread increased from 8k, to 12k this time, means they will definitely be expecting at least 15k in October 2018. They may be setting the bar even higher, at 16k, for an even 4k bump per cycle between October 2017 and October 2018.
