Just in case anyone else looks this up, the answer is yes, I was correct with my interpretation of the board rules.

I attained my OR license last May. The bienniel period is this June. I count 13 months. If I read OR rules correctly, that means I am required to have 16.25 (17) PDH hours for submission this year. Can any other OR PE confirm?

A couple things: 1.  We sometimes have to seal studies as well as a customer requirement.  Odd but ok. 2.  You will never have perfect control over your stamp once it leaves the door.  Your are relying on the ethical compass of others.  For that reason, keep a solid record of what you sealed...
