Try using SMath or Mathcad for your calculations.  You will be able to see the mathematical equations.

Doesn't sound like an equipment problem to me.  Sounds like a control problem.  If the coil can supply enough heat 30F and below the coil is sized large enough and the fan should have enough pressure to draw the air througas well.  I would like to see the control programming....

Was there a visual confirmation that the face dampers were open the bypass dampers closed?

Pennsylvania requires 4 years after the issuance of the EIT certificate.    What state are you taking the exam?

Agree with Audi.  In PA, you must have 4 year experience after receiving the FE certificate to sit for the PE exam.

Frequency is in Hz..  Cycles per sec or revolutions per second.   Angular frequency is in radians per sec.  So angular frequency converts to 2*pi radians = 1 revolution.
