A buddy of mine was a 3rd time test taker this go around and he said it was not bad.

Check the document by Sowers and ASTM STP 399. You should develop your own correlations for the soil types in your area of practice.

Passive earth pressure would likely govern the design.

I guess it's sort of like a business license. You can only obtain 1 CA per state, and it covers all of the licensed engineers in your office. 

To offer engineering service in the state of Alabama under a corporation, llc, partnership, etc, you must have a CA. Same as Florida and probably every other state.

Well I don't think the test has a lot to do with design. I don't design anything at work; we provide "design recommendations", as that is what most consulting geotechnical engineers do.  You need to focus on soil investigations since you do not do that at work. That is the basis of geotechnical...
