IMO, I think reading Blackburn cover to cover is excessive. There is a lot more detail covered within that simply isn't going to be represented on the exam.
That said, I took the exam after ~10 years experience in the Power industry and deal with protection daily so maybe...
Hate to hear this. If you are, in fact, truly done, I wish you well in any of your future endeavors. If you decide to come back to this after some time away, I'm confident a renewed look at the material can get you there.

I’m leaving mine up on the wall. I have my Electrician Journeyman certificate. Associates degree, Bachelors degree, EIT and soon (once CA approved) my PE all lined up nicely on display.

If the rules don’t explicitly state that you have to submit engagement forms, I would go without. The curmudgeon in me feels that doing so would defeat the purpose of the most beneficial part of creating a NCEES record.
If the Bengals can take care of business week 1 in Seattle then we have a legit shot at going 1-15 this year.
