    Regarding Rezza manual, I have talked to Rezza directly over the phone and he mentioned something along the lines that his workbook comes with a pdf version of 5 quizzes and 1 practice exam is that true?

    You, and @CAPLS are absolutely right, Rezza updates its workbook on a regular basis. Just saw 2 Rezza books on eBay 1st is Fall 2017 and the 2nd is Summer 2018 which means the workbook get regular updates per new test plan, I will definitely buy it before I re-take the exam.

    I took the California civil surveying exam on 9/29/2018 last day of the 3rd quarter and I got my results yesterday and I have to re-take the exam.   I wish to re-take the exam in the 1st quarter of 2019 ( January 1 - March 31 ); do I have to send my re-examination form now or I have to wait...

    Here a hint, if you want to get your results within 10-13days, you should register your exam at the end of the month i.e: 28,29,30, simply because the results typically come out between 11-15 of the following month.
