You should be able to take the FE exam once you are done with undergraduate college. Many people (including myself) take the FE exam after getting their bachelors engineering degree.

One recommendation I have is to flag the questions you are having trouble with or making mistakes, and repetitively doing these questions until you get it right and drill the concepts or topics you struggle with better into your head.

I recommend not trying to memorize this formula (since the exam is now CBT and closed-book except for the provided references), but instead learn to derive from basic/fundamental equations.
Off the top of my head (since I don't have the NEC book in front of me right now):
Zeff = R cos(theta) + X sin(theta), where theta = cos^-1 (p.f.)
The Zeff values given in Table 9 are based on p.f. = 0.85, and for other power factor values you have to first calculate theta before plugging in...
One more question I need to ask about the registration certificate:

So just a small update on this:
When I emailed NYSED about this (at [email protected]), they did not respond to my email.
But they did send an updated registration certificate with the correct full zip code (not -0000).

If you are in the NEC tab and you search for voltage, it will give you results only in the NEC.
If you are in the NESC tab and you search for voltage, it will give you results only in the NESC.

I actually filled out the correct 4 digits after the hyphen, on my PE exam forms (I double-checked my scanned copy of the PE exam forms). Yet my registration certificate still has 0000... LOL.
