You could certainly do it that way. If I understand you correctly, your primary engagement could be signed off by 1 supervising PE for all or a portion of the 18 months. Then a copy of that engagement could be signed off by the other supervising PE for whatever remaining portion is applicable...

Accept the NCEES PE Env exam for those applying for Comity licensure in CA. Not acceptable for when applying for initial license in CA.

You're not allowed to register/pay for an exam before receiving a Fail notice for that same exam. Even if the new Connect system allows you to do that, it will likely be caught through review by the board and you will have to wait a long time for a refund regardless of your eventual exam result.

Did you pass the national exam prior to applying to the CA board? If not, and you've passed it since submitting the application, you need to notify the Board that you passed it. Your license will not be issued until you've satisfied all the criteria.

I don't understand your logic here. If you receive the results by the end of November (as ForestSoul stated) and you fail, you have an entire month to request a re-exam for quarter 1 of 2022. How is that a 3 month delay? Sorry, it doesn't make sense to me.
