NCEES hasn't released the actual location (other than Orlando/Kissimmee area, as you mentioned), and typically doesn't until several weeks before the exam date. We won't know any earlier either. Keep an eye on your NCEES account or your email for the update.

Unfortunately, we can't answer that question. The Florida Building Code is developed by the Florida Building Commission. The new code should be coming in 2023, but we don't know what's changing and don't have any input.
