I asked about this one last summer and it's in my folder along with others like this called "weird problems". I had it in the back of my folder in case something weird like this showed up. I wouldn't invest too much time with it.

This is a step potential/voltage gradient problem. Ive seen it covered in electrical safety classes. The wikipedia article on earth potential rise says it's covered in IEEE-80, but just google step potential and you'll get some good expainations.

So the safety department actually showed this video in class today and it had step and touch potential in it. No math, and it's really cheesy, but still might help you understand the concept behind the problem.
