Suspicious recruiters?

Has anyone been getting bombarded with suspicious calls from recruiters? I say suspicious because they all claim to be from different staffing companies but they have the identical approach; they email and call saying they are looking to fill a job opening for a client and want you to send your resume and confirm an hourly rate (before even getting an interview???). Then you never hear from them again. These calls and email happen nearly every day. Do think this is a scam? I can't imagine what they would gain from collecting resumes other than data mining? Or the other possibility is that they are huge call centers combing through online job boards hoping to get referrals?

...it might still be a witch. After all, ducks and witches both float, right?

I do think they do lots of data mining and resume collecting for the future

True. And it's not just actual recruiting service, FIS's do the same thing posing as recruiters.
