PE license without 4 year engineering degree

I'm asking this question for my cousin, she has a 4 year degree in environmental science with an ABET MS in Civil Engineering.  I was under the impression she couldn't get a PE since she didn't have a 4 year engineering degree, but when I went to apply for my PE license I noticed it mentions she might be able to get hers with 6 years experience.  Any thoughts?  Can she go ahead and take the FE, then the PE, get 6 years of experience, and then get licensed?

that's what the chart reads, yes. 

an easy way to get verification is to call or email the board directly.
