Which states allow you to take the exam first before work experience approval?

I think most states require work experience approval first before sitting for the exam? Just wondering which states are exempt from this rule. 

 
Texas now lets you sit for the exam without having the work experience.  This is a pretty recent development, I think around 2016/2017.

 
California allows examinees to take the exam first before work experience approval. I took the 8 hours Civil exam in CA by the NCEES exam registration. 

After passed I can submit the CA application including work experiences and references for CA specific exams. I can take the CA specific exams after the state approval.

 
Louisiana allows this and it is frustrating. I submitted my paperwork six weeks ago now and still have not received my license number.
