Composite Beam or Not

One of our GC wants to upset the beam flange in a concrete metal deck (please see attached image). We were wondering if this would be qualify and designed as a composite beam? If we can design as a composite, what percentage of composite action to assume as the beam has no shear studs?Thanks in Advance!

If you've got no shear studs or anything similar, I wouldn't design as composite. While you might get significant composite action in the field, you can't guarantee that you'll have it without shear studs or channels or something to tie the concrete deck to the steel section. Assuming non-composite is the conservative choice here.
