Role Context & Purpose


Our Asset Management Team Manager will play a pivotal role in the strategic development of our highways infrastructure maintenance and development planning. You'll lead on the development of a ten-year transport asset management plan, co-ordinating and developing asset inventory data, condition data, deterioration modelling, life cycle plans and whole life costs in line with HMEP standards and best practice. You'll apply this analysis in drawing up and managing the delivery of our in year Infrastructure Works Programme, ensuring that our resources are invested wisely and that we achieve maximum value for money from our transport assets.

You'll lead a team that works collaboratively with Highway and Engineering colleagues to deliver a high quality and highly efficient maintenance service. As a member of the department's senior management team you'll help to promote and exemplify a culture of professionalism, commercial awareness and accountability.


Key Accountabilities




The specific accountabilities of this flexible role may alter from time to time in order to meet the needs of the business/client, but accountabilities will include (or be equivalent in nature to) those listed below:

  • Delivery of a challenging customer focused service, managing a large team or large scale activity to meet defined performance indicators and business strategies.
  • Formulation and development of policies, processes and guidance, taking into account views of stakeholders, and gaining appropriate ownership and approvals. Applying complex theories and detailed technical knowledge to devise approaches from first principles.
  • Contribution to the successful implementation of policies, processes & guidance, including interpreting procedures/practices to satisfy short and medium term operational requirements.
  • Providing expert advice and guidance on complex issues verbally and/or through written reports. Providing professional advice/support across the department and/or organisation and tackling difficult problems of a technical, professional, resource or people related nature.
  • Analysis and evaluation of complex information and identification of innovative solutions through the detailed grasp of involved procedures and practices.
  • Direct responsibility for a budget (typically around £2 million), and/or advisory impact on projects relating to the role’s specialism/other externalised expenditure of up to £8m.
  • Developing the shape of future service provision and budgets, typically planning on a time horizon of around a year. This will include reviewing and recommending changes to systems, processes, procedures and practices; the implications of which will likely extend beyond own service.
  • Contribution to the realisation of service, group or team service improvements through the identification, design and implementation of developed solutions which enable the organisation to be successful.
  • Effective and efficient management of resources, including staff where applicable. Operational resource deployment and recommending future resource needs over the short term.
  • Management of service delivery or specific reviews, projects and programmes on service/directorate provision through the use of effectively managed resources, within appropriate constraints.
  • The development of effective relationships with managers or partners across the wider directorate, other parts of the organisation and external organisations. Working with, advising and influencing key stakeholders in specialist field including Members, Chief Executive and board, senior managers and other key partners. Maintaining national and local networks and partnerships.
  • Meeting statutory, national, regional and local obligations in service delivery through own work and managed staff.

Person Specification





Knowledge and Experience Required


We expect that you'll have a post-graduate management or civil engineering qualification and it's likely that you are a chartered member of a relevant professional body, or that you can demonstrate relevant professional experience. This is a role that demands operational technical expertise and a track record in managing significant and complex issues. Previous experience of managing and leading staff is essential, and you'll need to demonstrate credentials in effective budget management and advising on high value financial decisions.

Work Examples


Accountable for the design and development of innovative strategies and policies to ensure the efficient and sustainable management of West Sussex transport infrastructure. As the business expert you will apply civil engineering knowledge and expertise to deliver a 10-year plan stating the current and future condition of all highway assets and determine annual programmes of work and monitoring systems to ensure delivery of that plan.

The postholder is responsible for the delivery of highly technical, complex strategies for managing the highway infrastructure across West Sussex. Analytical and interpretive skills are required in order to deliver specific objectives and defined performance indicators including corporate sustainability and environmental targets. Will also be required to prepare reports for CIAG and IAG.

Responsible for the effective and efficient delivery of infrastructure projects, which includes the delivery of the capital and revenue highways programme through term highway maintenance and professional services contracts valued at £150m over five years. Additionally the postholder will be looking to achieve ongoing cost savings, by implementing innovative solutions and new ways of working, from contracts awarded as part of ongoing budget pressures. Infrastructure projects require innovative and creative thinking to arrive at solutions based on experience. Influencing skills are also required to persuade others at all levels within and outside the organisation of the best solutions given the options and constraints of time, contractual obligations and finance. The postholder is required to deliver sustainable solutions which meet the needs of customers, financial restrictions and also takes into account political sensitivities of partnership organisations and the public.

The post holder will be expected to prepare asset valuations in line with whole government accounting in liaison with financial services. Using gathered information to analyse current status of assets, the postholder will be evaluating rates of deterioration to annually determine/monitor asset valuations. These evaluations may have implications for grant allocations.
