IL SE Registration ?!?

I am an out of state candidate and I was approved by the Illinois Structural Engineering Board to take the SE exam. Now, how do I register for the October 2016 exam itself when the registration opens on May 20th? It seems that there is an additional step involved: filling out the online Continental Testing Services application.

 
Snickerd3 is correct. Illinois is a convoluted process because it is given by NCEES, but run by CTS. Once you get approved by the state and NCEES, you have to send in an application and request to CTS. I haven't done it personally, but have heard about it many times

 
I can't tell if it's worse or better applying from out of state to IL for an endorsement (what I'm going through right now). I hope I don't need to send an application to CTS as it was bad enough having to sign up for PCS for my Mass stamp.
