HSM for PE transportation

Unfortunately the HSM isn't free. You get buy a copy from AASHTO (https://bookstore.transportation.org/search.aspx?Text=hsm). They have both print and PDF versions available. Unfortunately it is a pretty expensive book.
I have found draft versions of the first edition of the HSM free online. Just know that those are pre-release and the information may have changed.

No, there is not and it is quite expensive; however, it is not really needed. Just know how to calc crash rates for intersections and highway segments (both in CERM) and you'll be fine.
