Any state not require PE references/recommendations

Are there any states that do not require the references/recommendations to be from licensed PE's?

 
Doubtful, BUT if you are a federal gov't employee or military you can get your references signed by non PEs in CA at least.

 
In CO when I applied several years ago, I had no PEs as references. I have never worked for a PE, but all of my supervisors were engineer graduates from accredited schools. My supervisors were my only references. I have primarily worked in government where PEs ae not required. You may want to visit the CO website and read their requirements.
