Question1: Minimum % of outside air required as per ASHRAE CODE 62.89 IS= ????????

I believe you are refering to ASHRAE Standard 62.1 Ventilation for Acceptable Indoor Air Quality.
To my knowledge it does not provide you with a minimum % of OA. This is a caluclated value based on "Table 6-1" in the
2004 edition. Once all the required values are known then you can calculate your required OA % based on the critical space.

Y=__X___ X= uncorrected fraction of total OA in the system supply
1+X-Z Z= fraction of OA in the critical space
