Can anyone please inform if the NCEES practice exam is changed every year? I have one from one of my colleague who bought it for OCt'11 exam. Should I still buy one from NCEES, if the questions changes everytime?

No - they change ever few years or so. Mine is the 2004 edition. I think there has been only one newer edition since then. You're in good shape with a 2011 edition.
