I am planning to take TE in California in Oct. Is there a review course offered for the exam in So Calif area ?

Any advise on how to prepare will be appreciated. Thanks/

Can you provide more info on TE test? Other states have the same test?

I think California and Oregon are the only states that still have TE. In California its only a Title and anybody can design what a TE does but only people with TE can use the title. PE civil pretty much gives you all the authority to sign plans related to traffic and transportation but you need TE for title or in conjunction with another PE.
