Forgive me if this has been asked before, do you have to get a "passing score" on both the morning and afternoon or is a minimum passing score just getting so many problems correct between the combination of the two exams?

 
Because NCEES doesn't publish scoring methods or "cut scores" any responses on here are conjecture. But my guess is: it is likely totaled for the entire day.

This response is not true at all, a simple search on NCEES.org shows that "Your exam results are determined by the number of items you answered correctly for the exam in its entirety. There are no minimum requirements for particular sections or topics within an exam. You are not penalized for incorrect answers." Not my opinion, but a fact which can be found here: http://ncees.org/exams/scoring/
