Does anyone have direct knowledge of the ability/limitations of an engineer performing "engineering" survey in VA or MD? I'm bidding on several waterline projects on military bases - MD and VA for now. I interpret the regs in VA that I, as an licensed engineer, cannot measure the location of pipes, valves, fitting, curbs, etc for my design work. This is considered surveying. I understand as I would need to hire a PLS or LS to perform this work. As for Maryland, I understand that I can measure pipes, fitting, valves, etc, as long as I'm not performing 'boundary' or topo survey. Can anyone expand on either through direct experience? I work with a PA PLS, license transfers are forthcoming, but its not timely.
