What method do you use to determine warrants for Curve Warning Signs with Advisory Speed tabs for local streets? MUTCD recommends using ball bearing indicators but we do not have such equipment in hand so I was wondering if there was any alternative method that we could use to stay consistent. Thanks!

Do you mean Ball Bank Indicators?  You can pick up a manual one for under $100 and a digital one for $600 +/-. 

Here are several procedures for setting advisory speeds, some use a Ball Bank Indicator, some do not.  http://safety.fhwa.dot.gov/speedmgt/ref_mats/fhwasa1122/ch3.cfm
