Can someone please explain where the force of F2 = 12.4 kips is derived from as shown in the solution?

 
These exams just came out and I doubt too many people on here know the problem you are talking about by problem # alone. As I mentioned earlier, Dr. I. is so incredibly involved with the students of his class, as well as anyone who purchases his material, I'm willing to bet he'd be happy to answer this for you if you call or e-mail him.
