Does anyone know what PCS actually does?

I actually met a guy that works for PCS. They handle all of the clerical work associated with the application and test process for the stae boards that hire them. They are the ones who review the applications for completeness and yes, they are the clearing house for the test results. They provide a package that can go right to the state boards for approval.
