The Georgia PE application asks the applicant to designate an endorser as completing the form either for "Reference & Experience Verification" or "Reference Only". Can someone clarify when one can verify experience versus when they need to be marked as reference only?

I have the same question - called the board, woman who answered says they don't know, advised me to email the board's director. Have done so, will post once I hear something.

That application is simply horrible. I've been using Alabama's Instructions & Guidelines to decipher Georgia's.

 
A friend whom you never worked for/with is a PE and signs to testify to your character but can not verify that you did what you said you did at your job?

 
I think they require 5 endorsements and 3 must be PE's that can verify work experience. 2 can just be references that can attest to your character.
